Historic Preservation Development Council

Historic Preservation Development Council (HPDC) is a joint effort between NH&RA and the National Trust for Historic Preservation formed in 2001 to focus primarily on how the historic rehabilitation tax credit can be better utilized as a financing source to renovate older properties. HPDC brings together active participants in certified historic rehabilitation transactions including developers, investors, lenders, government officials, consultants, as well as legal and accounting professionals to discuss the most pressing legislative, regulatory, financial and transactional issues facing the industry and build consensus on solutions.

Since its formation, HPDC played a significant role in an array of legislative and regulatory efforts addressing certified historic rehabilitation. We have convened numerous meetings jointly with the National Trust for Histroric Preservation leading to the development of critical legislative and regulatory changes. We have provided critical insight from the development community by helping design SHPO training for the National Park Service. Additionally, a paper authored by HPDC led to the appointment of National Park System Advisory Board Committee on the Federal Historic Rehabilitation Tax Credit Program. HPDC members participated on and testified before this committee helping develop the NPSAB’s Recommendations for Improving Administration of the Certified Historic Rehabilitation Tax Credit Program. HPDC members most recently played a leadership role on the White Houses’ Preserve America Initiative, co-chairing the committee on Using Historic Properties as Economic Assets.

Ohio Opens New Application Round for State Historic Tax Credits

The Ohio Department of Development is soliciting applications by March 31 for $24.2 million worth of state historic preservation tax credits in the program’s latest funding round. The program offers a state tax credit equal to 25% of qualified rehabilitation expenditures for an historic building, up to a project cap of $5 million.
