Keynote Address: Ellen Lurie Hoffman, U.S. Department of the Treasury

Ellen Lurie Hoffman joined the U.S. Department of the Treasury as a Senior Policy Advisor in the Office of Community and Economic Development (OCED) in October 2021. Located within the broader Office of Domestic Finance, OCED coordinates policy on small business finance and development, housing policy, community and economic development, capital access, and issues related to underserved communities. Ms. Lurie Hoffman leads OCED’s housing policy work, with a focus on the Low-Income Housing Tax Credit, representing Treasury in federal interagency policy collaboration, and assists the Office of Recovery Programs in the application of American Rescue Plan resources for affordable housing development.

Prior to joining Treasury, Ms. Lurie Hoffman led federal housing policy advocacy and analysis at the National Housing Trust, a mission-driven national nonprofit organization dedicated to creating and preserving affordable homes to provide opportunity, advance racial equity, reduce economic disparity and strengthen community resilience. Ms. Lurie Hoffman previously worked for the National Council of State Housing Agencies, where she analyzed and advocated for federal multifamily housing policy issues on behalf of the nation’s state Housing Finance Agencies.

Ms. Lurie Hoffman holds a Master in Public Policy Degree from Harvard University’s John F. Kennedy School of Government and a Bachelor of Arts degree in Political Science from Vassar College.
