Our fast-growing organization is seeking an experienced and motivated Assistant Project Manager (Preconstruction) to join the expanding Construction Management team. This individual will play an integral role in advancing our affordable multi-family development portfolio. The Assistant Project Manager will assist in the execution of our development projects including assigned new construction, rehabilitation, and mixed-use projects. The ideal candidate will be a high-energy, results oriented, self-starting professional with technical knowledge of the affordable, multi-family construction industry. This position works in close coordination with GAD’s and HHAD’s Business Development, Development, Finance, and Accounting teams located in our Raleigh, North Carolina office and will report to the Senior Director – Preconstruction.

The Assistant Project Manager (APM) will play a critical role in supporting pre-construction planning, project management, and the execution of affordable housing developments across the country, with a concentration on projects utilizing RD515 financing. This role involves handling a high volume of projects at various stages of development, with a focus on collaboration among design teams, contractors, and property and technical expertise, including design, finance, development, and asset management staff. The APM will ensure projects meet quality, budget, and timeline objectives while navigating complex financing requirements. The ideal candidate will have construction management experience, strong organizational skills, and the ability to manage pre-construction activities effectively.

Primary Duties and Responsibilities: 

  • Pre-Construction and Project Planning:
    • Lead due diligence and pre-development activities for RD515 and other affordable housing projects, including site inspections, feasibility studies, and managing third-party consultants.
    • Coordinate with property management teams to ensure seamless integration of operational needs into project planning.
    • Develop and maintain tracking schedules to manage a high volume of projects effectively, ensuring timely progress through pre-construction phases.
    • Manage permitting processes, maintaining compliance with municipal, state, and federal requirements, including those specific to RD515 and similar programs.
    • Assist in procuring and managing design and engineering consultants to align project designs with financing, regulatory, and property management requirements.
    • Coordinate and monitor the design process, ensuring alignment with project goals, scope of work, and regulatory requirements.
    • Support the preparation and review of project documents, including drawings, specifications, and scopes of work.
    • Assist in identifying potential construction risk by ensuring document accuracy and consistency as related to scope, quality, schedule, and costs.
  • Construction Oversight:
    • Work closely with General Contractors to monitor construction progress and ensure alignment with pre-construction plans.
    • Participate in site visits to validate construction quality and compliance with design specifications.
    • Assist in coordinating final finish selections with ownership, property management, and design teams.
    • Support the project close-out process, ensuring the completion of processes, including final documentation, (e.g., warranties, O&M Manuals, As Built Surveys, Contact List, Final Unit Matrix, etc.), contractor retainage release, and the receipt of Certificates of Occupancy.
  • Team Collaboration:
    • Collaborate with Project Managers and Directors to coordinate pre-construction and construction activities across multiple projects.
    • Act as a liaison between property management staff and project teams, addressing operational needs and ensuring clear communication.
    • Foster strong relationships with community Collaborate with internal departments, such as Development, Finance, and

    • Assist other departments with project funding applications, waiver requests, and closing documents as needed; strategize and coordinate with other departments to ensure programmatic issues are adequately addressed.
    • Assist with leading weekly project meetings and continuous update of Project Plans
    • Engage with external stakeholders, government agencies, and investors to meet project objectives
  • Financial and Administrative Support:
    • Assist in managing budget preparation, bid leveling, cost tracking, and financial reporting, particularly for projects funded through RD515 and LIHTC programs.
    • Track compliance with financing requirements, ensuring all milestones for RD515, USDA, LIHTC, and other funding sources are met.
    • Prepare detailed reports on project progress, schedules, and financial performance for leadership.

Experience, Skills, and Abilities Required:

  • Bachelor’s degree in construction management, engineering, architecture, or a related field; or equivalent experience.
  • 2+ years of progressive professional experience in multi-family construction project management or real estate development, with affordable housing expertise preferred.
  • Familiarity with RD515 financing, LIHTC, HOME, and HUD programs is a strong plus.
  • Proven ability to manage a high volume of experience assisting in the management of multiple projects, balancing multiple priorities and timelines.
  • Strong technical knowledge of construction management processes and pre-construction coordination.
  • Excellent communication and interpersonal skills, particularly in engaging with property management teams and external stakeholders.
  • Strong quantitative abilities to develop, maintain and track cost estimates and project schedules.
  • Experience in reading and reviewing construction plans and specifications.
  • High level of accuracy and attention to detail, with the ability to manage multiple time- sensitive priorities.
  • Skilled negotiator with the ability to present recommendations clearly and effectively.
  • Strong interpersonal and relationship management skills, with the ability to cultivate productive relationships with third party consultants, agencies, and partners.
  • Bi-lingual in English/Spanish a strong plus.
  • Proficiency with project management software (e.g., Procore, Smartsheet) and Microsoft Office Suite.
  • Ability to travel up to 25% for site visits, with a valid and unrestricted Driver’s License required.
