Congressional Committees Approve FY 2014 Funding Bills for Housing

The House and Senate Appropriations Committees approved bills in June to provide funding for federal housing programs for Fiscal Year 2014, which begins October 1.

On June 27, the two committees approved separate bills proposing much different funding levels for key programs of the U.S. Department of Housing and Urban Development (see chart). The Senate bill (S.B. 1243) would provide more funding than the House bill (H.R. 2610) for all of these programs except one (Section 811), where it would provide the same level. The Senate bill would fund most of these programs at or above the level in the Administration’s budget request.

The House bill would cut funding from FY 2013 levels for all but three of these programs, keeping it the same for two (Section 202, public housing operating fund) and increasing funding for one (homeless assistance grants). The Senate bill would cut funding for Section 811 and the Community Development Fund.

S.B. 1243 would provide $250 million in FY 2014 for HUD’s Choice Neighborhoods program and $10 million for the Rental Assistance Demonstration. H.R. 2610 would provide no new funds for either and rescind $120 million in previously approved dollars for Choice Neighborhoods.

Around mid-June, the two committees approved separate bills (H.R. 2410, S. 1244) to provide funding in FY 2014 for federal rural housing programs administered by USDA’s Rural Housing Service.
