In recent years, HUD has solicited recommendations from stakeholders on how program operations could be streamlined to reduce costs and enhance efficiency, while still maintaining HUD’s core program oversight functions. As a result of some of the feedback HUD has received over the years, the agency recently issued a notice in Federal Register seeking to streamline requirements across the public housing and Section 8 (tenant- and project-based) portfolios. Specifically, the Notice proposes to streamline regulatory requirements pertaining to certain elements of the Housing Choice Voucher (HCV), Public Housing (PH), and various multifamily housing (MFH) rental assistance programs.  One of the proposed changes would also affect the HOME Investment Partnerships program, Continuum of Care program, and the Housing Opportunities for Persons with AIDS (HOPWA) program which are administered by HUD’s Office of Community Planning and Development.
