In a letter dated August 11, HUD notified PHAs in 23 metropolitan areas that the small area FMR designation would be suspended until October 1, 2019, meaning that these PHAs would not be required to issue Housing Choice Vouchers payments in accordance with small area FMRs until October 2019.

The only metropolitan area still required to implement small area FMRs on the original timeline is the Dallas-Plano-Irving Metropolitan area, which has already been using these standards since 2011.

In the interim, PHAs will still be able to implement the small area FMRs at their own discretion if they would like, with HUD saying it will expedite such requests.
