Sen. Kamala Harris (D-CA) recently introduced the Rent Relief Act (S. 3250), a bill that would create a refundable tax credit for renters who pay more than 30 percent of their annual gross income on rent and utilities. The tax credit would be available to renters earning less than $100,000, and the benefit shrinks as a tenant’s income rises.

Rep. Joseph Crowley (D-NY) introduced the companion legislation (H.R. 3670) in September 2017. Both bills have only secured Democratic cosponsors at this time.
