Representatives Emanuel Cleaver (D-MO) and Sean Duffy (R-WI) reintroduced the Housing Choice Voucher Mobility Demonstration Act of 2019, which encourages families receiving housing choice vouchers to move to lower-poverty areas, enabling more access to areas of greater opportunity.

Under the bill, HUD would create a demonstration program in which public housing agencies would be selected to help Section 8 Housing Choice Voucher recipients move to lower-poverty areas. Public housing agencies participating in the demonstration program may use administrative fees, reserves and funding from private entities to provide mobility-related services in connection with the demonstration program, including services such as counseling, portability coordination, landlord outreach, security deposits and administrative activities associated with establishing and operating regional mobility programs. The bill does not dedicate any new funding to the demonstration program.

The previous version of this bill (H.R. 5793, 115th Congress) passed the House in July of 2018 on a 368-19 vote but was never considered on the Senate floor.
