Tamara L. Osborne, an attorney with more than 20 years’ experience in affordable housing and community development law, has joined Ballard Spahr in the firm’s Los Angeles office.

Ms. Osborne, of counsel in the firm’s real estate practice, is known for her work representing syndicators, investors and developers in all phases of affordable multifamily property acquisition, ownership and financing, with emphasis on tax credit-driven transactions. She negotiates all financing documents and reviews and oversees borrower due diligence and closing documents for institutional and tax-exempt bond financing, as well as for funding from government sources such as HUD/FHA and the USDA’s Rural Development program.

In addition to years of experience at law firms in the Los Angeles area, Ms. Osborne has served in legal and business capacities at three large, national low-income housing tax credit (LIHTC) syndication companies, including as senior vice president in the Los Angeles office of Boston Financial Investment Management, one of the nation’s top affordable housing finance and management companies. Her experience includes the spectrum of tax credit transactions, including those involving LIHTCs, historic, solar and state tax credits.

Ms. Osborne comes to Ballard Spahr from VLP Law Group, where she was a partner. Earlier in her career, she was a founding partner of Bocarsly Emden Cowan Esmail & Arndt, a real estate-focused boutique law firm.
