This New York Times article by Emily Badger dives into the 2020 presidential candidates’ positions on affordable rental housing. Senator Elizabeth Warren (D-MA) introduced the American Housing and Economic Mobility Act of 2019 (S. 787) which is co-sponsored by presidential hopeful Sen. Kirsten Gillibrand (D-NY). Sen. Kamala Harris (D-CA) introduced a the Rent Relief Act of 2019 (S. 1106). Sen. Cory Booker (D-NJ) partnered with Sen. Tim Scott to introduce the Opportunity Zones bill and get it enacted in the Tax Cut and Jobs Act of 2017 and is championing legislation to require Treasury to collect data and issue a report on Opportunity Zones. Last Congress Sen. Booker also introduced the Housing, Opportunity, Mobility, and Equity Act of 2018 (S.3342 – 115th Congress) which would offer a renters tax credit and require communities to adopt inclusionary land use policies in order to be eligible for CDBG. And of course, there’s presidential hopeful former Secretary of HUD Julián Castro.
