As RAD conversions continue to drive Project Based Voucher (PBV) growth, HUD proposes to fill an information gap to enable monitoring, tracking and analysis of PHAs’ PBV performance. HUD expressed concern about the long-term viability of the program and situations where PHAs may assist PBV properties owned by related entities. HUD seeks Office of Management and Budget approval to implement a new online data form and collect project-level information about PHA participation in the ownership structure, type of housing, population served, management agent, other federal programs, income-mixing requirements, among other data. Comments are due February 24, 2020.

HUD published a proposed rule that would amend the regulations governing admission to certain HUD-supported housing for applicants with criminal records or histories of involvement with the criminal justice system and evictions based on illegal drug use, drug-related criminal activity or other criminal activity.
