Last week, Representative Maxine Waters (D-CA) introduced a package of three bills aimed at tackling the affordable housing crisis, ending homelessness and eliminating the racial wealth and homeownership gaps.

  • The Housing Crisis Response Act of 2023 (H.R. 4233) is modeled after the Build Back Better legislation and would provide $150 billion across a wide range of HUD and USDA housing programs.
  • The Ending Homelessness Act of 2023 (H.R. 4232) would create universal Housing Choice Vouchers by making them available to every household who qualifies. The bill would also ban sources of income discrimination.
  • The Downpayment Toward Equity Act of 2023 (H.R. 4231) would provide $100 billion direct assistance to help first-time, first-generation homebuyers purchase their first home in the form of downpayment assistance, closing costs and buying down mortgage interest rates.
