HUD’s Office of Public and Indian Housing (PIH) published a notice implementing the Housing Choice Voucher (HCV) program’s funding allocations for 2025:

  • HAP Renewal Funding: $31,937,624,000;
  • HUD-Veterans Affairs Supportive Housing Program (VASH): $15,000,000;
  • Family Unification Program (FUP): $30,000,000;
  • Tenant Protection Vouchers (TPV): $337,000,000;
  • HAP Set-aside: $200,000,000;
  • Mainstream Vouchers: $742,941,000;
  • Administrative Fees: $2,770,935,000; and
  • Total Available CY 2025 Appropriations: $36,033,500,000.

What’s In: The allocations introduce a new special fees category created to transition Emergency Housing Voucher families to the regular HCV program. What’s Out: Several special fee categories are no longer available, including small area fair market rent (SAFMR) community of practice, housing mobility planning funds, voluntary use of SAFMR-based exception payment standards, and funds to supplement prior year Foster Youth to Independence/Family Unification Program awards.
