HUD published a supplemental notice for the Rental Assistance Demonstration (RAD) program, making the following changes:
- Residents in converted properties can now maintain access to:
- Resident Opportunity and Self-Sufficiency Service Coordinators (ROSS-SC); and
- Jobs Plus.
- The HOTMA PBV Rule necessitated the following conforming changes:
- Use alternative definitions for “existing,” “rehabilitated,” and “newly constructed” housing to better fit RAD’s structure; and
- Allow rehabilitation work to occur after HAP execution without violating PBV timelines.
The supplemental notice is effective June 16, 2025, and the new statutory and regulatory waivers and alternative requirements are effective June 26, 2025.
