Last week, Congress failed to pass two competing continuing resolutions (CRs) to fund the government beyond the end of the fiscal year on September 30, 2025.
- Republican House CR (Sept. 16): Extended funding through Nov. 21 and added $88M for security. Passed the House (217–212), but failed in the Senate (44–48).
- Democratic Senate CR (Sept. 18): Extended funding through Oct. 31, included security funding plus permanent ACA tax credit extensions, restored frozen funds, extended HUD Continuum of Care grants, and blocked future funding rescissions. Failed in the Senate (47–45).
What’s Next: Senator Thune (R-SD) is expected to force a second vote on the House CR on Monday, September 29. The Senate is out on recess this week; Senators must act quickly once they return leaving only two workdays to avoid a government shutdown on October 1. The House is recessed until at least Oct. 1, meaning no votes until after a shutdown starts.
