On October 22, 2025, HUD issued a notice further delaying the effective date of the “HOME Investment Partnerships Program (HOME): Program Updates and Streamlining” final rule from October 30, 2025 to April 30, 2026.

  • In Context: This is the third time the final rule has been delayed. We covered the last delay in our April 23, 2025 edition.
  • Delays (for amendatory instructions 3 and 27) include removal of action plan requirements for state governments, the revision of the Green Building Standard incentives, and updates to the tenant protections and selections processes.

On the legislative side, Reps. Mike Flood (R-NE) and Emanuel Cleaver (D-MO) formally received a bill number for the HOME Reform Act: H.R. 5798.

  • The markup for the bill, scheduled for today, has been postponed until the government reopens. The government shutdown is now in its fifth week.
