Mr. Francis Cassidy nominated to be Assistant Secretary, FHA Commissioner, Department of Housing and Urban Development 

  • Mr. Cassidy joined HUD in April as Principal Deputy Assistant Secretary, where he is responsible for HUD’s policies, programs, and operations supporting the nation’s homebuyers, homeowners, renters, and communities.  
    • He oversees Federal Housing Administration (FHA)’s approximately $1.75 trillion Single Family, Multifamily and Healthcare mortgage insurance programs, HUD’s Multifamily assisted housing portfolio, the administration of HUD’s housing counseling program, and the development and oversight of federal standards for the design and construction of manufactured homes
  • Before joining the department, Cassidy was a senior managing director of FHA Finance at Walker & Dunlop where he originated loans for multifamily properties, nursing homes, and senior housing. 
  • Mr. Cassidy has also held a number of senior leadership roles in the mortgage industry, including at Newmark and Oppenheimer Multifamily Housing & Healthcare Finance.  
  • He is a native of Philadelphia and earned a bachelor’s degree from St. Joseph’s University. 

Mr. Joseph Gormley nominated to be President, Government National Mortgage Association (Ginnie Mae), Department of Housing and Urban Development

  • Gormley joined Ginnie Mae in April of 2025 as Executive Vice President, and was responsible for overseeing the agency’s strategic initiatives, enterprise risk management efforts, and operational execution. 
  • Prior to his time with Ginnie Mae, Gormley served in several senior positions at HUD, including as the Deputy Assistant Secretary for Single Family Housing. 
    • In this role, he led high-impact policy and operational initiatives that advanced housing access and institutional accountability. 
  • Mr. Gormley holds a Juris Doctor degree from the University of Pennsylvania Law School and a Bachelor of Arts degree from Boston College.
