Reps. Mike Flood (R-NE) and Emanuel Cleaver (D-MO) introduced a new draft for the Home Reform Act, H.R. 5798.
- This draft removes raising the Davis-Bacon threshold from 12 to 24 HOME funded units, leaving Davis-Bacon out of the bill and the threshold untouched at 12 units.
- There is clarification language that BABA does not apply to housing-related uses under the HOME program, but is applicable to newly authorized infrastructure uses.

What’s Next: A markup for the bill will be scheduled when the government reopens. The bill could also be combined with the ROAD to Housing Act, which is attached to the Senate-passed National Defense Authorization Act (NDAA).
