The House Financial Services Committee will hold a Building Capacity: Reducing Government Roadblocks to Housing Supply hearing at 10 a.m. ET today.

This hearing highlights over 40 housing bills and brings together committee members and expert witnesses to explore the policies and factors driving the nation’s housing supply shortage.

NH&RA supports many of the bills noticed in the hearing, chief among them:

  • Build Housing More Affordably Act: This bill states that HUD- or USDA-funded projects focused solely on the purchase, construction, or improvement of residential housing are not subject to Build America, Buy America Act requirements.
  • HOME Reform Act of 2025: This bill reauthorizes the HOME program and excludes HOME Program projects from Build America, Buy America requirements and provides categorial exemptions for certain projects for environmental reviews under NEPA. It also creates a “small project” exemption from Section 3 of the Housing and Urban Development (HUD) Act of 1968.
  • Community Investment and Prosperity Act: This bill increases the public welfare investment limits for national banks and Federal Reserve member banks from 15 to 20 percent.
