HUD withdrew the Continuum of Care (CoC) Program Notice of Funding Opportunity (NOFO) a week after being sued by the National Alliance to End Homelessness (NAEH), the National Low Income Housing Coalition (NLIHC), and nine other local governments and nonprofits.

HUD states in their notice to the court “Because the December and January deadlines set by the 2025 NOFO are no longer operative, Plaintiffs’ request for emergency, expedited relief via a Temporary Restraining Order is now moot.”
