The final text for the FY26 National Defense Authorization Act (NDAA) does not include the Renewing Opportunity in the American Dream (ROAD) to Housing Act of 2025.
Politico reported last week that the Trump administration supported its inclusion, but Chairman of House Financial Services, French Hill (R-AR), wanted more time for his committee to review housing proposals that were delayed in hearing due to the government shutdown.
What They’re Saying: Chairman of the Banking, Housing, and Urban Affairs committee, Tim Scott (R-SC) shared this statement on the negotiations and Ranking Member Elizabeth Warren (D-MA) expressed frustration after the bill was not included in the NDAA. Chairman French Hill says he looks forward to passing the bill in 2026.
What’s Next: The ROAD to Housing bill has viable paths forward in 2026. The House Financial Services Committee will mark up many of the provisions included in the Senate-passed version next week, and the House and Senate will conference on key elements of the bill.
