During the second hearing of the lawsuit on December 19, U.S. District Court Judge Mary S. McElroy granted motions for preliminary injunction to temporarily block HUD’s attempts to implement the NOFO. HUD states on its website:
“HUD will not implement or enforce this NOFO pending further court order. HUD will issue further clarification on the status of this or any other future Fiscal Year 2025 NOFO as necessary. HUD will provide further notice as to when the application portal will open.”
Upon return from winter recess, senators will vote on appropriations funding measures to avoid another government shutdown on January 30.
- Senator Jack Reed (D-RI) introduced an amendment to extend existing Continuum of Care (CoC) funding for current grantees for an additional 12 months.
This extension would hold HUD to its promised two-year CoC NOFO process and allow grantees currently operating homelessness response systems to continue serving their communities without interruption.
