On December 17, 2025, HUD’s Office of Public and Indian Housing (PIH) issued a notice implementing the Full-Year Continuing Appropriations and Extensions Act, 2025, which provides a $25 million set-aside for assistance to PHAs experiencing, or are at risk of, financial shortfalls.
This notice also explains eligibility requirements, application processes, and other participation requirements to obtain awards of shortfall funding.In Context: This follows PIH Notice 2025-28, “Cost-Savings Measures in the Housing Choice Voucher (HCV) and Project-Based Voucher (PBV) Programs” released in mid-November.
