HUD published a new Green and Resilient Retrofit Program (GRRP) for Multifamily Housing Notice H 2026-01, which will become effective on March 1, 2026.
- The revised Notice impacts GRRP awards that have not yet closed. Key changes include:
- Modification of the eligible uses of funds.
- Removal of the option for Comprehensive awardees to receive their GRRP funds as a Grant.
- Comprehensive awardees must execute an amendment to convert the Award to a Surplus Cash Loan or face termination of the Award for failure to effectuate agency priorities.
- Any Leading Edge awardee that chose a grant but has not submitted a Transaction Plan, or an Elements awardee that chose a grant and has not submitted a Closing Package, will be required to execute an amendment to convert the Award to a Surplus Cash Loan.
- Failure to timely execute an Award Amendment may result in a termination of the Award for failure to effectuate agency priorities.
- Removal of requirements to reduce or measure greenhouse gas emissions.
- Modifications to implement the program without the use of “Multifamily Assessment Contractors.”
