The House passed the remaining six FY 2026 appropriations bills, including funding for HUD and other federal agencies, before leaving for recess.

The Senate will vote on the six bills tomorrow as one package, which must pass before January 30 (expiration date of the continuing resolution) to avoid a partial government shutdown. These include:
- Defense;
- Financial Services & General Government;
- Homeland Security;
- Labor, Health and Human Services, Education, and Related Agencies;
- State, Foreign Operations, and Related Programs; and
- Transportation, Housing and Urban Development, and Related Agencies.
Democratic Senators are signaling they will not vote to support the package because of the inclusion of Department of Homeland Security (DHS) funding following the fatal shootings by immigration officers in Minnesota.
What’s Next:
- Option A (unlikely): All 100 Senators agree to remove DHS funding from the bill and pass the remaining appropriations. The House would still need to vote on this amended package, which would likely happen next week (after the January 30 deadline) given their current recess and the snow in DC, resulting in a brief partial government shutdown over the weekend.
- Option B (unlikely): At least seven Democratic or Independent Senators vote with all 53 Republicans to pass the package as it stands with full funding for DHS. This action would avoid a government shutdown.
- Option C (likely): A partial government shutdown of all agencies included in the six-bill package while the House and Senate renegotiate.
