HUD updated its multifamily survey instructions to align with the new 2026 ALTA/NSPS Land Title Survey Standards. The standards apply to all surveys contracted after February 23, 2026.
- The Office of Multifamily Production is revising Form HUD-91073M to incorporate these updated requirements.
- Until the revised form is issued, HUD will accept surveys that follow the 2026 ALTA/NSPS requirements using the current Form HUD-91073M, with the edits shown in the attached redline sample.

Transition and Implementation Guidance Instructions:
- Surveys contracted before February 23, 2026, may continue to use the 2021 Standards, even if completed after that date.
- Survey “updates” contracted after February 23, 2026, must comply with the 2026 Standards, except when the original survey was contracted under the 2021 Standards and a delayed closing requires an updated version. In that case, the update may continue to use the 2021 Standards.
- Final surveys for Final Endorsement contracted after February 23, 2026, must comply with the 2026 Standards, even if the Initial Closing survey used the 2021 Standards.
