HUD Issues Notice Implementing NSPIRE and HOME Final Rules and Extending Compliance Deadlines

HUD published a notice regarding the National Standards for the Physical Inspection of Real Estate (NSPIRE) rule published in May 11, 2023, and implementing the property standards and inspection provisions set forth in the “HOME Program Updates and Streamlining” rule published on June 6, 2025.

• The notice provides guidance to HOME participating jurisdictions and Housing Trust Fund (HTF) grantees on how to develop written property standards and inspect assisted projects in compliance with the NSPIRE and HOME final rules.
• The notice also aligns and extends the compliance deadlines for both rules to April 14, 2027.
