U.S. District Judge for DC Tanya Chutkan granted an injunction to the Climate United Fund, Coalition for Green Capital, and Power Forward Communities — nonprofit “green banks,” which received $6.97 billion, $5 billion, and $2 billion, respectively, from the Greenhouse Gas Reduction Fund (GGRF).

Separately, U.S. District Judge for Rhode Island Mary McElroy ordered five federal agencies (Agriculture, Interior, EPA, HUD, and Office of Management and Budget) to unfreeze environmental and infrastructure funding that had been awarded to nonprofits during the Biden administration.
- McElroy, appointed by President Trump in 2019, applied her order to all Inflation Reduction Act and Infrastructure Investment and Jobs Act grants nationwide, not just those of the groups that brought this lawsuit.
