HUD issued a notice further delaying the effective date for parts of the “HOME Investment Partnerships Program (HOME): Program Updates and Streamlining” final rule from April 20, 2025 to October 30, 2025.

Effective as of April 20, 2025: removing action plan requirements for local governments, revising maximum per-unit subsidy amounts, and updating underwriting analysis requirements.

Delayed through October 30, 2025: removal of action plan requirements for state governments, the revision of the Green Building Standard incentives, and updates to the tenant protections and selections processes
