The House and Senate left DC for summer recess. When both chambers reconvene in September, they’ll need to:

  • Confirm more than 130 pending executive branch nominees;
  • Fund the government ahead of the September 30 deadline; and
  • Address the debt limit.

There’s increasing buzz about a potential second reconciliation bill. Senate Finance Committee Chairman Mike Crapo (R-ID) noted that his fellow Republicans had about 200 tax policy requests for what became the GOP megabill.Rep. Mike Flood (R-NE), newly elected chair of the Main Street Caucus and a lead sponsor of the HOME Reform Act of 2025, sees momentum building around housing policy including his bill and address what he calls the four horsemen of the housing apocalypse: environmental reviews, prevailing wages, hiring requirements, and Build America, Buy America provisions.
