Chair Mike Flood (R-NE) and Ranking Member Emanuel Cleaver (D-MO) of the House Financial Services Committee’s Housing and Insurance Subcommittee introduced the HOME Reform Act of 2025 yesterday.
The bill text is the same as the draft released during the HOME 2.0 Hearing, with the exception of raising the Davis-Bacon threshold from 12 to 24 HOME funded units, instead of the originally proposed 50 units.
NH&RA endorsed the bill and is actively involved in the process. We will provide updates and guidance on how to support the legislation as developments unfold.
