The House and Senate Appropriations Committees released their conferenced Transportation, Housing and Urban Development and Related Agencies (THUD) FY 2026 bill (pg. 612).

By the Numbers: The committees allocated $77.3 billion in new budget authority for HUD, a $7.3 billion increase over the previous fiscal year.

FY26 Final Budget Chart

Go Deeper: The Senate summaryHouse summary, and Joint Explanatory Statement dive deeper into funding levels for specific programs. Many of the initial cuts proposed in President Trump’s and the House budget were not enacted.

EHVs Become TPVs: The significant increase in the Tenant Based Rental Assistance account is partly attributable to new authorization for PHAs to convert Covid-era Emergency Housing Vouchers (which were likely to run out of funding in 2026) into Tenant Protection Vouchers. See page 47 of the joint explanatory statement for the authorizing language.

CoC Renewal: The Homeless Assistance Grants (HAG) program would receive over $4.4 billion, a $336 million boost from the previous year. The bill includes language that requires HUD to renew Continuum of Care (CoC) grants expiring in the first quarter of 2026 (January-March) for 12 months, and creates a timeline for HUD to renew expiring grants throughout the year, if HUD has not issued awards under a new Notice of Funding Opportunity (NOFO).

What’s Next: The House is expected to pass the THUD bill along with remaining six FY26 spending bills this week. The Senate will consider them next week, ahead of the January 30 expiration date for the continuing resolution (CR) currently funding HUD and other federal programs.
