HUD’s Office of Public and Indian Housing (PIH) issued a notice [PIH 2026-05] which updates the requirements for the Emergency Housing Voucher (EHV) and Stability Voucher (SV) programs.
The notice strikes waiver and alternative requirements related to the verification of citizenship or eligible immigration status from previously-issued notices detailing the funding process for the EHV [Notice PIH 2021-15] and SV [Notice PIH 2022-24] programs.
- The new notice requires PHAs comply with existing regulations to obtain and verify SSN documentation and evidence of citizenship or eligible noncitizen status before admitting applicants to either the EHV or SV programs.
- PHAs must be in compliance with the new notice for both new SV admissions and current EHV and SV families within 60 days of publication (Saturday, May 30).
In Context: This notice aligns with HUD’s proposed rule to require all applicants and recipients of HUD-assisted housing to verify U.S. citizenship or eligible immigration status.
- Democrats on the House Financial Services Committees sent a letter to Secretary Turner sharing concerns about separating families and urging the immediate withdrawal of the proposed rule.
