HUD Publishes FY 2026 RFIFs for HCV Program

HUD published FY 2026 Renewal Funding Inflation Factors (RFIFs) for the Housing Choice Voucher (HCV) program.

• HUD expects the change in national per unit cost (PUC) between 2025 and 2026 to be 2.337%.
• The notice also details changes in the methodology used by HUD to predict changes in PUC and proposes incorporation of an additional factor for FY 2027 if there is indication that local land use policies, permitting policies, or other local regulatory housing policies may be influencing local inflation in rents.

The notice is applicable as of July 6, and comments on the notice are due August 5, 2026.
