The Texas Department of Housing and Community Affairs (TDHCA) has posted the following documents related to the 2020 competitive nine percent LIHTC cycle:

The Texas Department of Housing and Community Affairs (the Department) staff have received multiple queries regarding its evaluation of traditional (no hard debt) applications for supportive housing transactions. More specifically these queries have centered on whether these applications will be treated as they have been before the rule and definition change as it relates to how debt is characterized.

The Multifamily Finance Division of the Texas Department of Housing and Community Affairs (TDHCA) will hold its first planning meeting for the 2021 and 2022 QAPs on Wednesday, March 25, 2020, from 2:00-5:00 pm CT in the William P. Travis Building , Room 1-104, 1701 Congress Avenue in Austin.

The Texas Department of Housing and Community Affairs’ (TDHCA) Multifamily Finance Division posted the 2020-1 Multifamily Direct Loan Notice of Funding Availability (2020-1) NOFA Application Log.

The Texas Department of Housing and Community Affairs (TDHCA) Multifamily Finance Division posted an updated 2019-2 Multifamily Special Purpose Notice of Funding Availability (NOFA): Predevelopment Application Log. The updated log lists Predevelopment Applications by their respective Application Acceptance Date.

At the January 16 board meeting, TDHCA Executive Director Bobby Wilkinson shared with the Board and the public that staff will be bringing an action item for Board consideration at its meeting scheduled for February 20, 2020, that will propose a waiver of the concerning provision. The item in February will propose that 10 TAC Sec. 11.204(15), relating to Feasibility Reports, be waived, and therefore not required, for each submitted 2020 Rehabilitation Application.

Texas Opens 2020 Nine Percent LIHTC Round
The Texas Department of Housing and Community Affairs (TDHCA) opened the 2020 nine percent LIHTC round. The pre-application is due on Monday, January 13, 2020, at 5:00 pm CT. Pre-application fees must be received by this same deadline. The pre-application is not mandatory; however, applicants that provide a pre-application are eligible for six points in the full Application (assuming all applicable requirements are met).

The Texas Department of Housing and Community Affairs (TDHCA) Multifamily Finance Division posted the 2020 Multifamily Direct Loan Rule (10 TAC Chapter 13), as approved by the TDHCA Governing Board on December 12, 2019.

The Texas Department of Housing and Community Affairs (TDHCA) will accept comments on the Draft 2020 State of Texas Low Income Housing Plan and Annual Report (SLIHP) through 5:00 pm CT  on January 15, 2020. The SLIHP offers a comprehensive reference for statewide housing needs, housing resources and strategies for funding allocations.
