The Wisconsin Housing and Economic Development Authority (WHEDA) has released its draft 2011 Qualified Allocation Plan (QAP) and a self-scoring exhibit for its low-income housing tax credit program.  The draft 2011 QAP proposes the following changes regarding point scoring and program processes:

  • Eliminates the six points available for projects developments served by government-sponsored transit services under the Energy Efficiency and Sustainability point category;
  • Eliminates the Small Development point category (up to 6 points);
  • Creates a new point category for Acquisition Rehab (up to 30 points);
  • Revise Developer’s Fee Policy to reduce fee from 12% to 9% on units beyond 55;
  • Provides the HFA 30% basis boost to all applications;
  • Establish a $1,050,000 maximum credit award to any one project.
