The Virginia Housing Development Authority (VHDA) has released a blacklined version of its draft 2011 qualified allocation plan (QAP), as well as a summary of proposed changes and its 2011 LIHTC timeline.  Proposed modifications to the 2011 QAP include:

  • Revise the three 50-, 30- and 15-point categories for units for persons with disabilities to allow elderly rehabilitation developments to be eligible for these points;
  • Change the 30-point category for EarthCraft of LEED certification to a tiered point structure of 15-, 30- or 45-points;
  • Revise the developer experience negative 15-point category for uncorrected 8823 noncompliance to allow compliance training in lieu of the negative points;
  • Continue to suspend the non-competitive preservation pool for calendar year 2011.
