The Virginia Housing Development Authority (VHDA) has announced that effective January 1, 2012, only VHDA-approved market analysts will be authorized to complete market studies for Low-Income Housing Tax Credit (LIHTC) projects. Developers will have full discretion to select a market analyst from the approved list and will be able to negotiate the price of the market study therein. The new process will be as follows:

  1. Applicant selects a market analyst from the VHDA Approved Market Analysts Listing
  2. Applicant notifies VHDA of which analyst has been chosen by contacting Jaynell Pittman-Shaw at jaynell.pittman-shaw@vhda.com. If this analyst is at capacity, the applicant must choose another analyst from the list.
  3. Once an agreement has been made between the Applicant and VHDA, the analyst may be contacted.
