The Colorado Housing Finance Agency (CHFA) released the second draft of the state’s 2012 Qualified Allocation Plan (QAP) and a summary of proposed changes. Some significant changes include:

  • CHFA has indicated that the following project types are considered priorities for the distribution of housing tax credits: (in no particular order) homeless persons, persons with special needs, counties with populations of less than 175,000, acquisition/rehabilitation projects, market areas with pent-up demand for affordable housing, and transit-oriented development sites’
  • CHFA will be approving more LIHTC awards in the first round of 2012 to allow applicants to take advantage of the fixed 9% APR prior to its anticipated sunset;
  • The agency is proposing to allow all applicants to present their project and the merits of their application to CHFA’s Tax Credit Allocation Committee after the site evaluation and application review are complete but before the applications are considered for approval;
  • CHFA will not consider any additional requests for set-asides due to the limited amount of per capita credit.
