We are pleased to welcome Pat Costigan, Special Adviser to the Secretary, U.S. Department of Housing and Urban Development, as the keynote speaker at this year’s National Council of Real Estate Market Analysts Annual Meeting, September 6-7 at the Conrad Hotel in Chicago.

Mr. Costigan will be providing an update on two of HUD’s most innovative new programs, the Rental Assistance Demonstration (RAD) and FHA’s LIHTC Pilot Program. RAD is a new initiative that allows public housing authorities and owners of Moderate Rehab Section 8, Rent Supp and RAP properties to convert their properties into either project-based rental assistance or project-based vouchers. Mr. Costigan’s remarks will focus on new program developments (see our recent story on HousingOnline.com for final program regulations) as well as key underwriting issues, included how RAD can be used in conjunction with FHA’s new LIHTC Pilot Program.
