The New Mexico Mortgage Finance Authority (MFA) has announced the release of its draft for the 2013 Qualified Allocation Plan and has opened it for public comment until September 21, 2012. The proposed draft includes several scoring modifications, including two changes detailed in supplemental documents. MFA has designed a new scoring category for “locational efficiency,” which would reward up to 2 points to projects located in proximity and connected to goods, services, and public transportation. The Locational Efficiency Scoring Criteria was drafted separately as a supplement to the QAP and can be found on MFA’s website. MFA has also revised and broadened its Green Building Criteria, which will now be utilized for LIHTC project selection as well as other MFA housing development finance programs.  The intent of these standards is to provide a more flexible document that would allow for case-by-case interpretation and annual amendment based on market changes. MFA has integrated these standards into its “Projects that Benefit the Environment” scoring category as an option for earning up to 15 points.
