The Delaware State Housing Authority has released draft versions of its 2013 Qualified Allocation Plan (QAP), cover sheet, and attachments. The draft contains several changes from the 2012 QAP. These changes include:



  • Updated the Housing Needs Information for 2013 and 2014. The Housing Needs Information for 2007-2012 has been removed.
  • Clarified that applications for developments with 4 or less units will not be considered.
  • Increased the amount available for the Preservation Rehabilitation set-aside pool to $1,177,829 and the New Creation pool to $725,000.
  • Clarified that conversion projects must meet all threshold requirements to be considered, including minimum square footage and notice of inspection requirements.
  • For ranking projects on Per Unit Cost Reductions, DSHA has removed the cost limit calculation based on HUD 221(d)(3) limits and replaced it with the Authority’s average costs for New Construction and Rehabilitation and Acquisition projects. The draft includes an example of the new calculation for cost savings.
  • Revised or clarified several point categories.


Applications will be due on April 12, 2013.


DSHA will hold a public hearing to discuss the draft 2013 QAP at the following date and location:
