HUD approved the first round of conversions for public housing units and Section 8 Moderate Rehabilitation (Mod Rehab) units under the first component of the Rental Assistance Demonstration (RAD) program. Under the RAD notice, HUD proposed to approve the conversion of up to 60,000 public housing units and Section 8 Mod Rehab units to Section 8 Project-Based Assistance. HUD received and reviewed 116 applications proposing to convert 12,940 units during the initial application period between September 24 and October 25, 2012. These applications represented a broad range of applicants in terms of PHA size, geographic distribution, conversion type, and financing sources. Of the 116 applications submitted, 112 applications have been awarded a Commitment to enter into a Housing Assistance Payment (HAP) contract.

PHAs and owners of Section 8 Mod Rehab projects may continue to submit applications for conversion to HUD for the balance of the units available. The ongoing application period commenced on October 25, 2012 and these applications will be reviewed on a first-come, first served basis.
