Arizona Department of Housing (ADOH) will host a mandatory application workshop on January 9, 2014 from 9:00 am to 1:00 pm at the Phoenix Airport Marriott for those submitting a 9% LIHTC application.

Arizona Department of Housing (ADOH) released the 2nd Draft Arizona QAP. ADOH will hold a public hearing on Tuesday, November 5 at 10:00 am. The hearing will be held at:

Some notable changes from the First Draft Arizona QAP to the Second Draft Arizona QAP include:

  • Clarifications in the definitions section, including “Housing for Older Persons” projects and non-profit projects.
    • Housing for Older Persons: a project where the property is intended for and occupied solely by persons who are age 62 or older, or the property houses at least one person who is age 55 or older in at least 80 percent of the occupied units, and adheres to a policy or procedure that demonstrates intent to house persons who are age 55 or older.”
    • Non-profit project: “Projects in which a qualified Non-Profit Organization is the Developer. The Managing Member or General Partner of the ownership entity that will be receiving the credits and operating the development through the Compliance Period and Extended Use Period must be the Developer or its affiliate. The Non-Profit Organization must comply with I.R.C. § 42(h)(5)(C)
  • An added 10 points granted to “service enriched” locations within 1 mile from services such as a hospital or urgent care clinic, YMCA or comparable sports and fitness center, a Boys and Girls Club, Public park or recreational center, or a public library.
  • Removes 7 points for Projects with a minimum of 15 years in service having entirely Section 8 or Section 515 Rental subsidies.

2014 Arizona QAP: Draft & Public Hearings

The Arizona Department of Housing (ADOH) posted the first draft of the 2014 Arizona Qualified Allocation Plan. ADOH will accept written comments until October 11, 2013 at 5:00 pm. Additionally, there will be two focus groups at the following locations:

Updates include:

  • A set-aside stating two separate Projects that have a minimum of thirty (30) Units set aside for Chronically Homeless people with a preference for veterans where rents would be designated to 30% AMI or one project with 60 Units set aside for Chronically Homeless people with a
    preference for veterans where rents would be 30% AMI.
  • Increase of points to projects that are located within 1/2 mile (urban) or 1 mile (rural) to a: grocery store, schools (multi-family projects), senior center (senior projects), or hospital.
  • Adds up to 10 points to projects in which the Local Government provides new funding towards the development budget.
