Georgia Department of Community Affairs released a notice to explain that in the “Leveraging of Public Resources” section of the 2015 Qualified Allocation Plan (QAP), a Georgia State Housing Trust Fund loan is listed as a qualifying source for points in the section (Scoring, Page 19 of 34). However, the Georgia State Housing Trust Fund is not currently giving commitments for capital costs; the fund is only available for operating assistance. As such, the Georgia State Housing Trust Fund will not have any funds to commit to properties in the 2015 tax credit round that will make a project eligible for leveraging points under the QAP.

Georgia DCA is seeking to designate a high priority property for the 2015 LIHTC competitive round.  The Office of Portfolio Management will issue a high priority letter to one property which will receive 2 points in the Preservation category (QAP Scoring, page 27 of 34). Georgia DCA is issuing an RFQ to qualify experienced developers to explore partnerships through a facilitated interaction with smaller PHAs and their public housing properties that are participating in the HUD RAD program. Through this RAD Multi-Site Bond Program, DCA hopes to bolster PHA access to the resources available in the 4% LIHTC program in Georgia. The respondent must be willing to partner with PHAs to assemble a portfolio of not more than 800 units for one bond issuance. Georgia DCA will complete the first stage of the Program RFQ process by qualifying a pool of developers that may partner with PHAs to undertake the Program. Both qualified developers and PHAs will work with a Program facilitator, who will administer the second stage of the Program’s RFQ process during which the PHAs will select a developer with which to implement the multi-site transaction. Georgia DCA is conducting a study of fair housing and hosting a series of outreach committee meeting webinars to gather feedback on the process. 2015 Georgia Public Housing Authorities Outreach Committee will meet on April 1 at 10:30am and the Georgia Grantees Outreach Committee will meet by webinar on April 3, 2015 at 10:30am.
