In order to expand energy efficiency efforts, the Washington State Housing Finance Commission has developed additional resources for stakeholders seeking to use energy modeling for their projects.

The Commission has developed an initial iteration of the Approved Roster of Energy Modeling Consultants, based on responses to the Request for Qualifications: Energy Consumption Modeling issued last month.  These consultants are approved to provide utility allowance calculations for new and existing buildings, and energy and utility savings calculations for new and existing buildings seeking financing for efficiency upgrades.

The Commission has updated Appendix O – Utility Allowance Procedures of the Tax Credit Compliance Procedures Manual.  The updates include clarification of utility allowance methods, simplification of the utility allowance review process, and additional guidance for 9% LIHTC applicants seeking points for energy consumption modeling (per Section 6.22 of the 2016 9% Competitive Housing Tax Credit Policies).  The Commission will be hosting a webinar on December 29, 2015, at 1:00pm to review the changes to Appendix O.  The webinar will be recorded and available for stakeholders who cannot attend.
