Considering that this year’s appropriations process has been bumpy, to say the least, and because 1996 was the last time Congress completed the appropriations process on time, it is safe to say a continuing resolution (CR) is on the horizon. The stopgap measure would avoid a government shutdown come October 1st, but it’s unclear as to how far that CR funding would go into the next fiscal year.
