The New Mexico Mortgage Finance Authority has released a draft 2017 QAP. Significant proposed changes include:

  • Equal number of new construction and rehabilitation. New construction and rehabilitation projects will be scored in two separate categories for 9% applications. An equal number of each category will be awarded credits. Adaptive reuse projects will be considered in the new construction category. If there is enough credits for an odd number of allocations, the extra project will defer to the new construction category.
  • USDA Rural Set Aside: The USDA Rural Set Aside (which accounts for 10% of the annual credit ceiling) is now only available for new construction.
  • Removal of the green building incentives from point allocations

The public comment period is now open and written comments are due by October 7, 2016 at 5pm.
