Delaware’s Downtown Development District (DDD) Program is currently accepting applications for large project grants through December 15. Large projects grants are limited to those making a minimum $250,000 investment in Qualified properties and the grants provide up to a 20% rebate on the qualified investment. Projects must be located in one of the following areas:

  • Wilmington
  • Dover
  • Seaford
  • Georgetown
  • Harrington
  • Laurel
  • Milford
  • Smyrna

The state has made $8.075 million available to large projects with $1.833 million of that set aside for Wilmington. Notably, 30% of Delaware’s yearly allocation of Historic Preservation Tax Credits are also reserved for projects within DDD designated districts and participating municipalities offer further incentives as a threshold for being an eligible district.

Eligible expenses include capital investments on rehabilitation, expansion, or new construction for commercial, industrial, residential or mixed-use buildings within the district boundaries. Eligible applicants include property owners, tenants, for-profit developers, nonprofit organizations, businesses, and homeowners. Rebates are issued after the project is completed.
