Idaho Housing and Finance Association has released a draft 2018 QAP for public comment and will host a public hearing on November 2nd. Changes to the QAP include the following:

  • Per Developer Limit: The former per developer limit was no more than $2 million in cumulative tax credits. The new limit is $2million in credits OR 3 in-process developments, whichever is more restrictive. Tax exempt bond developments are not included in the limitation equation.
  • Market Study Requirements: New requirements for market studies which follow broadly within the Model Content Standards from the National Council of Housing Market Analysts
  • AFFH: Developments awarded tax credits must be located in a local jurisdiction that has adopted an Affirmatively Furthering Fair Housing Resolution.
  • New clause in section 4.10 allowing the agency to award credits to a lower scoring project over a higher one if the higher scoring project request exceeds available credits.
  • Permanent Supportive Housing: Complete overhaul of this section granting two points to projects with permanent supportive housing units.
  • Cost Containment: During the underwriting phase, IHFA may require further documentation supporting certain costs within the application.

The hearing will be held on November 2, 9:30 a.m., at the Hampton Inn & Suites, 495 S. Capitol Blvd. in the Payette conference room on the 5th floor.  For those people attending in person, a parking garage is attached to the hotel.  A diagram of the entrances to the parking garage is below.
